  • May 12, 2025 – Tanse Township: Two soldiers from Infantry Battalion 361 defected, bringing along two firearms.
  • May 27, 2025 – Monywa Town: Two junta soldiers defected to the resistance side with their weapons.

These incidents reflect a continued pattern of defections in the region. Similar defections were previously recorded during the months of February, March, and April. The ongoing trend of daily or repeated defections illustrates the decline of morale and authority within junta ranks.

  1. People’s Administration and Local Governance Developments

Leadership Transition in Kanbalu Township People’s Administration (Pa-Ah-Pha)

The Kanbalu Township People’s Administration (Kanbalu-Pa-Ah-Pha) announced plans to elect a new leader. The current leader, U Zaw Myint Oo (a.k.a. U Mae Khaung), was suspended from duties due to allegations of sexual misconduct and is currently facing trial.

Although the Ministry of Home Affairs and Immigration under the NUG has not yet issued formal guidance, community members and PA administration officials stated that preparations for a leadership transition are well underway. Local civilians and revolutionary forces in Kanbalu have reportedly initiated the process of selecting a replacement.

This leadership reshuffle is a significant administrative milestone, reflecting efforts to institutionalize and regularize democratic governance structures within the resistance framework.

  1. Efforts Toward Justice and Criminal Resolution
  • May 1, 2025 – Myinmu Township: Nine individuals were arrested in connection with a robbery at a gold shop.
  • May 19, 2025 – Tamu District: Following the killing of ten police officers, the NUG announced that it was engaging in discussions with the Indian government regarding the case.

Revolutionary forces have continued to pursue legal accountability where possible, and such developments indicate incremental progress in law enforcement mechanisms within resistance-held territories.

Unresolved High-Profile Case in Kani Township

A particularly notable case involved the deaths of a PDF battalion commander and a CDM nurse in Kani Township:

  • On the night of April 30, around 11:00 PM, the bodies of Ko Phoe Si (B-21 PDF Battalion Commander) and CDM health worker Ma Zar Nyi Win were found in a house in Pyan Hlyet Village, Yinmabin Township. Both had sustained multiple gunshot wounds.

Eyewitnesses alleged that Ko Phoe Si shot the nurse and then turned the gun on himself. However, postmortem reports revealed that Ko Phoe Si had more than three gunshot wounds, raising serious doubts about the murder-suicide narrative.

The area is under resistance control and far from any junta presence, according to local residents. Kani Township People’s Administration (Pa-Ah-Pha) stated that it would continue to investigate the case, though it remains unresolved and controversial.

Similarly, a previous incident involving the murder of U Win Htay and his family, officials from the Kani Township Education Board, also remains unsolved.
